Saute the mashed ingredients, lemongrass, and bay leaves until fragrant.2. Pour the water in then bring to boil.3. Add the chicken cuts in. Boil them until cooked and the water reduced. Take out the chicken.4. From there, we got the broth (let it cool completely). For the crispy topping: Mix the broth with other ingredients. Take 2 or 3 tbsp of mixture, then spread all over hot oil. Cook until golden brown, take them out. Do it until all the mixture finished.5. Coat the chicken with the ap flour thinly, then fried until golden brown.6. Serve the chicken with the crispy topping.
