Pat the fish fillet with paper towel. Make sure them not too wet.<br \/>\n2. Rub them with salt and black pepper. Safe aside.<br \/>\n3. In a bowl, mix all the wet ingredients except water and vinegar.<br \/>\n4. Pour the water little by little until got the right consistency. (Swipe left)<br \/>\n5. Right before frying the fish, add the vinegar. Mix it well.<br \/>\n6. Heat the oil on the pan in medium low.<br \/>\n7. Take one piece of fillet to dry coating, then to wet coating and back to the dry coating.<br \/>\n8. Fry them until golden brown at the both sides.<br \/>\n9.
