Preheat oven to 400 degrees. Roast the garlic heads. Remove the outer layer of skin keeping the head and cloves intact. Do not remove the skin on the inner cloves. Cut off the top 1\u20442 inch of the entire garlic head. Place on foil, drizzle liberally with olive oil. Fold foil around garlic heads. Place on cookie sheet. Roast one hour. Garlic cloves will pop out easily when squeezed. Will last in the refrigerator for 3 days.<br \/>\n2. Bring peeled potatoes to a boil in salty water. Simmer until fork tender. Drain.<br \/>\n3. Pour into large mixing bowl. Pour broth, sour cream, butter, milk and salt over the potatoes. Pop the garlic cloves out of the heads into your potatoes. This is very easy to do just squishing them out with your fingers. Mash all with a potato masher or fork. Stir in chives.
